I found this exchange almost by accident. Jeff was a high school friend of mine at Walt Whitman High School, but I graduated the year before in 1959. Jeff and I were favorites of art teacher, Russell Orlando, just before Orlando rose to assistant and then Principal of Whitman High School. Ms. Fritzie summary is correct. Russell provided me with some of the details of Jeff's passing when I visited him in 1969. He said that Jeff had become a 'conscientious objector' during the Vietnam War but committed himself to serve his country in a civilian capacity by working on relief efforts for the Vietnamese people through the USAID program, and as Ms. Fritzie states, he was killed in the city of Hue during the Viet Cong/North Vietnamese 'Tet Offensive' in January 1968. At the time of my visit, Orlando informed me of the scholarship and showed me the plaque he placed in the lobby of the now original southeast wing of the high school.
